Mr.Guterres' memorial is, as it must be in the circumstances, little more than a bare denial of the charges. He appends a great number of testimonials from ships' captains.
These, of course, prove nothing at all except that the writers never saw anything wrong and that Mr.Guterres was energetic and obliging, which is not denied. Moreover, Captain Pybus' letter enclosed in 11943 shows the manner in which such testimonials were touted for.
I dislike this suspension. If a man cannot ask for a testimonial...
A much more important testimonial is that Captain Rumsey, who preceded the late Captain Barnes Lawrence as Harbour Master, came up to London from Wiltshire especially to plead Mr. Guterres' case. He spoke in the very highest terms of Mr. Guterres' work and character. I discussed the matter with him at length and have embodied his observations in the following minute. He said that, if he could assist in any way in elucidating any point, he would come up again for the purpose.
